Resumo
This dissertation addresses a thematic that has occupied and significantly expanded the
spaces of debates and research around opportunities, school success, neighborhood effect
and institutional/school segregation. This research, through the results of Brasil Proof
2007-2015, in the city of Rondonópolis, promoted criticism about the results, verifying
the causes and consequences of school segregation. For this, the Hermeneutic
Phenomenology was adopted, with a qualitative approach, using documentary queries
from the school secretariats, the official results of Brazil Proof, visits to schools, the
Center for the Training and Improvement of Teachers and field, for inquiries. The
database received the treatment following the steps of the method that has at first, the
reduction of reality about the possibility, evidencing the influences on the geopolitical
actions carried out in the formation of public policies in Brazil, focusing on the external
evaluation, Brazil Proof. The concept of segregation under the focus of school inequalities
is discussed, the concept of educational, the capitalist constraints in this environment and
the neighborhood effect. Secondly, destruction occurs on the regressive process involving
historical internalization and accumulation of existing sediments of intentionality, and at
this moment, the results of the research characterize Brasil Proof, the Index of
Development of Basic Education, its goals and Economic Programs correlated with the
educational development in the State of Mato Grosso. The results of the Basic Education
Development Index among the state schools that participated in the period from 2007 to
2015 in the city of Rondonópolis. The Socioeconomic Level Indicators (INSE) are
spreads out, results published by the MEC of each state school unit in Rondonópolis,
2015, and the structural and historical characteristics of the Carlos Pereira Barbosa and
Emanuel Pinheiro schools are compared. Lastly, the last step of the method, which is
construction. In this, the reflection of the process of destruction is manifested, considering
the proposal of new ways that can help new contributions to traditions. The proposal,
then, occurs in the analysis of the spatial distribution of public equipment and presents a
new methodological proposal that contributes to the planning of allocation or reallocation
of public teaching equipment, optimizing the city's fluidity and favoring social justice.
After this chapter there is the outcome of this investigation, which does not propose
conclusion, but the encouragement for those enthusiastic about the subject.
