Participação na gestão democrática : a percepção dos secretários escolares da rede pública estadual : um olhar para Rondonópolis

Abstract

This research is linked to the Postgraduate Program – PPGEdu of the Federal University of Mato Grosso - UFR, in the concentration area of Education, Culture and Educational Processes, Research Line Teacher Education and Public Educational Policies. It presents democratic management of public school as theme, and as object of study the participation of the school secretaries in the democratic management. The problem that this study proposes to respond is linked to the following question: What is the perception of the school secretary regarding his or her participation in the democratic management of the public state schools located in the city of Rondonópolis/MT? The main objective of this research was to comprehend the perception of the school secretaries regarding his or her participation in the democratic management of the schools of the Public Education State Network, located in the city of Rondonópolis, state of Mato Grosso. We established as specific objectives identifying the conceptions which the school secretaries have in relation to democratic management; comprehending how the school secretaries understand their integration with the management staff and investigating the administration of the secretaries in the practices of school management. These objectives transformed on the axes of analysis. The theoreticalmethodological framework of the research was based on the Methodology of Communicative Investigation grounded on the Theory of Communicative Action of the German philosopher and sociologist Jürgen Habermas (2012) and in the perspective of dialogicity of the Brazilian philosopher and educator Paulo Freire (1987, 2015). The research was conducted through a qualitative approach, utilizing as instrument of data gathering the communicative discussion group and the questionnaire, developed from a list of topics with themes for discussion. Of this study participated 4 (four) school secretaries of different schools located in Rondonópolis/MT. The data analysis, based on the proposed methodology, evidenced that, in spite of the legislation of the state of Mato Grosso establishing a staff to share the management of state schools, advocating the school secretary as a member of this staff and, therefore, agent of the democratic management, the school secretaries, in their practices, face difficulties to carry out their participation in this process. Difficulties are found in different actions, in the integration with the management staff as well as in the practice of participation in the mechanisms of democratic management.
